Vice President Osinbajo Shows Concern on Public Interest, Says Police Violations Of People’s Rights Unacceptable, Annoying

The Vice President, Yemi Osinbajo on Sunday reacted to the recent outcry by Nigerians against the activities of the Special Anti-Robbery Squad of the Nigeria Police Force.

Osinbajo speaking to reporters after a meeting with the inspector-general of police (IGP), Mohammed Adamu, at the Presidential Villa, Abuja, said he is concerned and angered over the SARS operatives accused of harassing and sometimes maiming and killing Nigerians.

He said:

“I am very concerned and in fact sometimes angry about what I see happening to young men and women who are arrested and, in some cases, maimed or killed by men of the police force, in some cases, those who man tactical units of the police force such as SARS and other units.

It is completely objectionable. It is unacceptable. These are individuals who are meant to protect Nigerians. The arrest, maiming, killing of young people, or anyone at all by these individuals is completely wrong. It is unlawful, it is illegal and all those involved ought to be investigated and prosecuted.

This afternoon, I had a meeting with the IG of Police, we reviewed several of these issues. The President and I had had discussions on this. He is very concerned about this and he wants to see a reform of this process and I am sure you are probably aware that the IG has issued a statement, looking at all these issues, in particular, warning against the use of these tactical forces such as SARS for the purposes of anything other than anti-bribery as it is supposed to be.

For example, in the statement, he specifically said that we can’t have a situation where SARS will say they are investigating cybercrime and arresting young men and women who are carrying laptops and their phones.

Cybercrime is electronic crime. There is no way that you can investigate that by seizing people’s phones in a taxi. I think it is very obvious that this is a major concern. The few bad eggs within the police force are causing a lot of these.

Of course, it is all over the place in different states. There is the need of course to take serious action. I think that the IG’s statement today is a good first step. He has said clearly that policemen must wear police uniforms.

You cannot say that because you belong to a tactical unit, you can dress in your casual clothing and be armed, because people can’t even tell the difference between robbers and the police if you are not properly dressed in police uniform. So, clearly, reform is in the offing.”

The Vice President added that Nigerians to continue to bring the issue regularly to the attention of the government and the police.

“I think that we all have to work together to ensure that the police and law enforcement agents, do what their duty is and their duty is to protect us, protect our society and livelihoods and homes.

By the way, many of them are doing their duties excellently well, but there are some of them who are engaged in these activities. So, we must see this as something we all must work together to achieve, as individuals, to bring to the attention of the police and government, where there have been violations.

And on the part of the government and the police: to ensure that every one of those allegations is properly investigated and those found responsible are prosecuted and publicized so that people know that prosecution has taken place and this is the consequence. I am very confident that we will have a reformed police force and that process has already begun.”.

#EndSARS Campaign Is A Coordinated Attack By Cyber Criminals – Lauretta Onochie Says

An aide to President Muhammadu Buhari on Social Media, Lauretta Onochie, reacting to the renewed campaign, said the campaign is “coordinated attack by cyber criminals” who are joined by unsuspecting citizens.

She said that this not the first time such attack is being launched on government institution, calling on Nigerians to stand by institutions while working on its effectiveness.

She wrote on her Twitter handle:

“I have no doubt that there are some staff of SARS who are unprofessional in their dealings with the public, same way we have unprofessionalism in the Army, Mainstream Police, Customs, Civil Service, Public Service, traders, lawyers, doctors, journalists, teachers, pastors etc.

But what is going on now, is a COORDINATED ATTACK BY CYBER CRIMINALS joined by UNSUSPECTING INNOCENT CITIZENS.

This not the first time. We must stand by our national institutions while working to improve their effectiveness. That’s what patriotism is about. NO SENTIMENTS.”

IGP Bans SARS From Routine Patrols and Other Duties

The Inspector General of Police, IGP Mohammed Adamu, has banned operatives of the Federal Special Anti-Robbery Squad (FSARS) and other Tactical Squads of the Force, including the Special Tactical Squad (STS), Intelligence Response Team (IRT), Anti-Cultism Squad and other Tactical Squads operating at the Federal, Zonal and Command levels, from carrying out routine patrols and other conventional low-risk duties.

Such duties, which include stop -and- search duties, checkpoints, mounting of roadblocks and traffic checks, among others are to stop with immediate effect according to a statement by the Force Public Relations Officer, DCP Frank Mba, on Sunday.

In addition, no personnel of the Force is authorised to embark on patrols or tactical assignments in mufti, the statement indicated.

They must always appear in their police uniforms or approved tactical gear. The IGP’s directives come against the backdrop of findings by the leadership of the Force that a few personnel of the Tactical Squads hide under these guise to perpetrate all forms of illegality, contrary to the Standard Operating Procedure (SOP), Code of Conduct and Rules of Engagement establishing the squads.

Specifically, the IGP has warned the Tactical Squads against the invasion of the privacy of citizens particularly through indiscriminate and unauthorized search of mobile phones, laptops and other smart devices.

They are to concentrate and respond only to cases of armed robbery, kidnapping and other violent crimes when the need arises.

The IGP notes that the FSARS and other Police Tactical Squads remain a critical component of the Force in confronting prevailing and emerging violent crimes in the country.

He however condemns every act of unprofessionalism, abuse of human rights and high-handedness by some personnel of the Squads.

He has therefore ordered the X-Squad and the Monitoring Unit to embark on immediate and massive nationwide monitoring of activities of Tactical Squads and other police officers on the road.

They are to ensure prompt arrest, investigation and prosecution of all erring police officers who violate these directives and other extant regulations of the Force.

The IGP has equally warned, that henceforth, the Commissioner of Police in charge of FSARS, Commissioners of Police in charge of State Commands and the FCT as well as their supervisory Zonal Assistant Inspectors General of Police, will be held liable for any misconduct within their Area of Responsibility (A OR).

He therefore charged them to ensure effective supervision and mentoring of the personnel of the Tactical Squads under their jurisdiction.

Meanwhile, two operatives of the FSARS and their civilian accomplice operating in Lagos State, INSPR Sale James, INSPR Monday Uchiola and Okechukwu Ogbonna, have been arrested by the Lagos State Police Command, for acts of professional misconduct including extortion and intimidation of innocent citizens.

The operational vehicle of the men has also been impounded and disciplinary procedure has already commenced against the defaulters.

Anger and frustration have pervaded the social media following the killing of a young man in Delta State by men of the Special Anti Robbery Squad of the Nigeria Police.

The issue had trended for the past couple of days on social media with many reliving their experiences at the hands of SARS operatives while others called for outright scrapping of the police unit, showing how strongly Nigerians feel about the development.

The Ooni of Ife, Oba Adeyeye Ogunwusi, has welcomed his first son from his wife, Olori Silekunola, Kemi Filani has gathered.

Nigeria May Experience COVID-19 Virus Explosion in Low Testing States- NCDC Warns

Dr. Chikwe Ihekweazu, the Director-General of the Nigeria Centre for Disease Control (NCDC) has warned that Nigeria may experience an explosion in the number of COVID-19.

Speaking in a TV interview in Abuja, Ihekweazu said a second wave of the virus is inevitable in Nigeria. He urged all states in Nigeria to increase the number of testing as some people might be positive and still asymptomatic.

A few days ago, the NCDC listed nine states that have tested the least number of samples for COVID-19. Among the states are Taraba, Adamawa, Kogi, Nasarawa, Niger, Kebbi, Zamfara, Jigawa and Yobe

Ihekweazu in the interview said

“The data is what it is. We are having fewer cases reported than we had in April, May and the numbers are what they are. The states where we are most comfortable with are the states like Lagos, the Federal Capital Territory (FCT), Kano and Borno. This is because they are testing a lot and not finding as many as they used to find.

“A few months ago, we used to have a test positivity ratio of up to 20 per cent to 25 per cent in Lagos – that is 20 per cent of all the samples we collected were positive. Now, that figure is down to five per cent. So, we are happy with the progress made in Lagos.

“In some other states, they are not testing enough, because they are not finding cases. It becomes impossible for us to say whether that is a reflection that there are really no cases or it is just a reflection that they are not testing.

“We have been reaching out to states to let them know that the national curve that we show every day is really a reflection of several sub-national curves. Some states have reacted positively and have started testing more.

“A perfect example of that is Plateau State. Initially very slow, but now they have started testing more and have found more cases which is a good thing. Now, they know where they are. Many states, unfortunately, haven’t learnt from that and are not testing and finding enough. I’m worried that we might find an explosion in those states that will then affect the rest of the country again.

“Ultimately, the sample collection and mobilisation efforts within states have to be driven by states. Until they see the benefits of testing more in order to define for themselves where they are, we will be in this position of not having a full certainty of where we are in the trajectory of the outbreak in Nigeria.”

Speaking further, Ihekweazu said

“All of us are trying to avoid the lockdown not just in Nigeria but across the world. Countries are working very hard to find ways to avoid a lockdown because we have all seen what it can do to our economy. The impact of this outbreak on the Nigerian economy will be felt for years to come.

So, we have to try to avoid that scenario again. Avoiding that scenario means moving away from almost a government-led response to where everyone takes a little bit more responsibility.

As we move towards reopening our schools, there will be increased opportunities for transmission because students will come together. We know that we’re opening our air space, and have opened ourselves up to some increase in infection. Therefore, we carried out the very stringent mitigation measures – testing before and on arrival.

We see a lot of easing up on insistence on these measures by institutions that have the capacity to insist on it. Let us forget about the people walking on the streets, but let us talk about banks. If I go into a bank now, I see fewer people wearing a mask, yet there is a manager in that bank that can insist that these measures are carried out. If you go to our religious places, the people are not wearing masks anymore, yet there is a pastor or somebody in-charge that can implement this.

“The second wave is not inevitable but we can avoid it. It can’t be done by government lockdowns, but it can only be achieved in a sustainable way if we come together as a society.”
