Femi Falana Says Senates Can’t Compel Customs Boss, Hameed Ali To Wear Uniform


Human rights lawyer, Mr. Femi Falana (SAN), has stated categorically that Senate lacks the power to compel Hameed Ali to wear Customs uniform.

Falana said there was no law stipulating that the Comptroller-General of Customs must wear the Nigerian Custom Service’s uniform.

He added that, although Ali was the Comptroller-General of Customs, the retired military officer was not a member of the service.

Speaking with Punch, Falana said, “With respect to the customs service, its officers are required to wear uniforms. But since the CGC is not a serving customs officer the senate lacks the vires to force him to wear any uniform.

“The suit challenging the legal validity of Col. Hameed Ali’s appointment has been dismissed on the ground that the President has the power to appoint a non-customs officer to head the customs service. Since the court has held that he is not a customs officer, Col. Ali cannot be made to wear any uniform.

"I challenge the Senate to refer to any law that supports the wearing of uniform by the head of customs service, who is not a serving customs officer".

Falana added that customs officers are not being made to wear uniforms in other countries including South Africa.

He said, “In many countries, including South Africa, customs officers do not wear uniforms.

“In Nigeria they wear uniforms because under the defunct military junta security agencies claimed that they were either military or paramilitary forces. It was part of the intimidation of the civilian population.”

Oyo State Government FRSC Make New Rules On Okada Riders (See Photos)


Today is the last day any commercial motorcycle rider can operate without a valid licence and crash helmet in Oyo state, according to the Federal Road Safety Commission (FRSC).

The commission has vowed it will deal decisively with defaulters, including those operating without a registration plate.


A communique from a safety awareness programmed organised by the community relations unit of the state government which had in attendance the Oyo Governor Isiaq Ajimobi insisted that motorcycles being used for Okada must be road worthy and must have the two side mirrors fixed on them.

Accordingly, operators must provide helmets for their passengers, will carry only one passenger at a time without any loading, and alcohol will no longer be sold in motor parks.

"Oyo State Government does not intend to ban okada riders but we are charged with the responsibility to protect the lives of our citizenry and that is why we need to partner with law enforcement agencies to enforce the usage of helmet. They must be cautious on the highway and must begin to use helmet,” the governor said through a representative.

'Thousands of helmets were distributed to them last year but we observe that some of them are not using it and are keeping it at home. They also engage on overload thereby endangering the lives of their passengers and creating social problems. All this are causing overstretching of government facilities in hospitals."


Oyo Sector Commander of the FRSC, Yussuf Salami, said: "Any Okada rider caught without helmet is fined N10, 000 but I think if we can increase the fine in partnership with the Oyo State Government, so many Okada rider will adhere strictly to the rules and regulation. Many Okada riders in this state needs attitudinal change and are inpatient. They are even ungrateful to government because they should have banned them.

"If we now charge them N30, 000 for non-usage of safety helmet, I know they will change. I will even advice the state government to state conducting psychiatric test on them because most of them behave abnormal while riding. Even Okada riders unions unit that ought to discipline their members are only interested in their daily dues. So many deaths has been recorded in this state from Okada accidents"


He urged the state government to have a database for all Okada riders in the state and give them same uniform in order to curb crimes.

Similarly, the Special Adviser to the Government on Community Relations, Alhaji Abidemi Siyanbade said a typical Okada rider is not patient, adding that they ride the Okada as if they are the only people using the road.

He said: "Another appalling habit of Okada riders is harassment of other road users especially anytime there is an accident involving one of them. Whether they are guilty or not, they will want to solidarise with their fellow Okada rider involved in an accident and in the process, harass and threaten other road users"

Father Who Got Arrested Says He Swallowed 66 Wraps of Drug In Other To Save His Dying Son


When 43yrs old Anukaenyi Bob-Manuel Ogochukwu was caught on the suspicion of being a drug courier at the Murtala Muhammed International Airport, Lagos on Wednesday, he initially denied having anything to do with drugs.

NDLEA Commander at the Lagos airport, Ahmadu Garba, said the suspect was apprehended during the inward screening of passengers on an Ethiopian Airline flight from Nairobi.

Spokesperson for the National Drug Law Enforcement Agency, Mr. Mitchell Ofoyeju, said that hours after he was placed in seclusion and under observation, Ogochukwu excreted 66 wraps of heroine weighing 1.1kg.

That was when he started to beg officials of the agency.

The suspect, who was returning from Nairobi, Kenya, said his four-year-old son was on hospital admission over a life threatening ailment.

Ogochukwu, an Anambra State indigene, explained that he decided to smuggle the drugs to save the life of his son.

He said, “I teach in a computer school at Onitsha, Anambra State. This is my very first time of having anything to do with drugs.

"The doctor said that my child has a hole in the heart. I met many people for help but nobody was willing to help me except a drug baron. My son is currently at a hospital in Nairobi with my wife who is Kenyan.

“The baron who is from Tanzania promised to pay me $2,000 to take care of my child’s medical bills. I took the decision to smuggle the drugs into Nigeria because I am very worried about the condition of my son".

The Chairman of NDLEA, Col. Muhammad Abdallah, said the excuse Ogochukwu gave for his involvement in drug smuggling was not tenable.

“No explanation is tenable for committing a crime. Drug trafficking is a criminal offence and the suspect will be charged accordingly. The suspect’s action only complicated his condition because he is here facing a criminal charge while the responsibility of taking care of his sick son now rests solely on the wife.”

If convicted, the NDLEA said the suspect is facing a minimum of fifteen years imprisonment.

Kidnappers Killed UNICAL Lecturer and Demand N2bn Ransom For Another


Gunmen on Thursday assassinated a lecturer in Department of Accounting, University of Calabar, Dr. Emmanuel Igbeng, by the entrance to his house in Calabar, Cross River State.

The incident, which happened around 8.30pm at Asuquo Abasi Street, off Uwanse Lane in Calabar-South area of the metropolis, has thrown the university community into mourning.

Sadly, Dr. Igbeng was assassinated barely one week after he was awarded his PhD degree at the 30th convocation ceremony of UNICAL.

An eyewitness, Magdalene Bassey, said the incident happened within split seconds as three gunmen came out from a waiting car while one of them shot the lecturer on his neck at close range.

She said, “They did not ask him any question, neither did they steal anything from his car. They just came and shot him in the neck before retreating to their waiting vehicle. They were three in number.”

Bassey said that Igbeng and a lady who was in the car with him were rushed to a nearby clinic where the lecturer was confirmed dead, but the lady was still alive.

Public Relations Officer of UNICAL, Mr. Effiong Eyo, described the murder as a shocking development, adding that it was sad losing a lecturer, let alone a young man.

“This is a great loss to us as an institution. This man struggled and just last Saturday he got his PhD degree. It is really sad for an institution to lose a man like that,” he said.

Meanwhile the kidnappers of a lecturer in the Department of Zoology, University of Calabar, Prof. Edet Ekpenyong, have made N2bn demand as ransom on first contact with the family.

Ekpenyong was kidnapped in the early hours of March 10, 2017 while on his morning routine jogging exercise on campus.

According to a source, the kidnappers did not open contact with the family until after four days after when they demanded for N2bn as ransom.

The source told Southern City News on Friday that further negotiations dropped the ransom to N1bn, N200m and N50m respectively.

“At least three persons have been arrested in connection with the kidnap. We are making progress and we hope that the professor will soon regain freedom. They initially demanded N2bn but later dropped it to N1bn. Just on Thursday, a negotiation was reached but in the early hours of Friday, I learnt that the amount has dropped to N50m,” he said.

It was learnt that the university security agency is working with the police to ensure the safe release of the abducted don.

Speaking on the assassination of the lecturer, the state Commissioner of Police, Mr. Hafiz Inuwa, said investigations revealed that the gunmen hanged around the lecturer’s gate before his return.

He said, “I am aware of the killing and the police got there in good time. From the reports we got, the robbers were hanging around and opened fire on him immediately he came. The street, from what we discovered, was a lonely one. We have started investigation into the matter.”

On the kidnapped university don, Inuwa simply said, “We are making headway.”

Minister Dambazau Disclosed That 400 Nigerians In South African Been Jailed


Interior Minister retired Lt.-Gen. Abdulrahman Dambazau has disclosed that about 400 Nigerians were saving jail terms for various offences in South Africa.

Dambazau made the disclosure at a joint news conference in the Ministry of Foreign Affairs on the visit of Nigerian delegation to South Africa.

Dambazau and his Foreign Affairs counterpart, Geoffrey Onyeama had on Monday led a delegation to South Africa over the incessant xenophobic attacks on Nigerians living in that country.

He said he had a meeting with his counterpart, the Home Affairs Minister in South Africa and discussed general issues particularly on migration.

The minister said they also discussed Nigerians involved in some criminal activities.

“These are in the minority because equally we have Nigerian professionals who are contributing positively to development of the economy of South Africa.

“However, that is not to say that they should fold their arms and not to do something about somebody involved in criminality.

“But in doing that, we emphasised that due processe of the law should be taken in terms of the assumption of innocence, being proven guilty and in terms of fair hearing.

“I understand that there are about 400 Nigerians who are in their prison for various offences”, he said.

The minister said their offences included prostitution and drug, among others.

He said the offenders would finish their jail terms in South Africa because there was no prisoner exchange arrangement between Nigeria and South Africa as it were with some other countries.

He, however, said that efforts would be made to ensure that such arrangement was put in place in due course.

Dambazau said he also emphasised that due process of the law should be taken in dealing with suspected criminals.

“When we met with the Nigerian community, we also emphasised that those who are involved in criminal behaviour should not be allowed to spoil the good names of themselves and Nigeria.

“So they have that moral responsibility to report where necessary”, he said.

The minister said that the issue of passport challenge was also tabled at the meeting with the Nigerian community with a promise that it would be resolved.

“There were complaints that the passport machines were old and from our record we understand that they were supplied in 2007. I then promised them that arrangement must be made to ensure that all passport machines are changed to modern ones.

“We are going to streamline the issuance of passport”, he added.

"I Have Eaten 10 Human Bodies" - Zimbabwean Woman Says


A Zimbabwean woman from Harare claiming to be a witch has allegedly eaten ten human bodies with her syndicate. Speaking in a recent interview with local media, Kwayedza, the 37-year-old said that the spirit became strong in 2012 and ever since then she has approached many apostolic prophets who have failed to exorcize the spirit.

'The spirit became very strong in 2012 and so far we have eaten 10 people while the other ten are sick pending death. I have approached many apostolic prophets (Madzibaba) to cast the evil spirit but to no avail,' she is quoted saying.

However, the woman is said to be married and has five children but the husband is not aware of her alleged witchcraft practices.

Lagos State Police Arrested Notorious Kidnapper, King Solomon (See Photos)


A kidnap kingpin popularly called King Solomon, alleged to have been responsible for the abduction of several residents of Festac Town in Amuwo Odofin area of Lagos and environs, has been arrested by police in Lagos.

One of his victims, as gathered, included the female Customs Officer attached to Tin Can Command SDV, a bonded terminal of the Nigeria Customs Service, who was abducted in the presence of her two daughters at an eatery on 22 Road, Festac Town, last December.

Other victims include a pastor of a Pentecostal Church in Festac, identified simply as Pastor Nwachukwu, and two traders at Trade Fair.

The suspect, whose real name is Chukwudi Solomon, used his apartment on 46 Canal View Road as a den, where abducted victims were kept.

Vanguard gathered that he was traced by undercover policemen from Festac Division, led by the Divisional Police Officer, Chief Superintendent Olukole Oladeinde, Tuesday night.

On noticing police presence, Solomon, as gathered, attempted to stab the DPO, but was overpowered.

Three suspected members of his gang, who also attempted to prevent his arrest, were apprehended by policemen, who had cordoned off the building, while two abducted victims were rescued.

During interrogation, the suspect revealed that some of his members, who had gone on a kidnap operation, were coming with a victim yesterday morning.

Police sources further hinted that the suspect had several boys under his control, with members of other kidnap gangs bringing abducted persons to his apartment.

Confirming the incident, the Commissioner of Police, Lagos State Police Command, Fatai Owoseni, said: “Police undercover agents have been working on information about this suspect.

“One of the victims rescued was traced to his house, which served as haven for criminal activities and den where kidnapped victims around Festac Town are kept.”

An eye-catching Juan Mata goal secured Manchester United an underwhelming 1-0 win over Rostov to book their passage to the last eight of the Europa League.

2 Teachers and One Person Been Arrested By Police In Bauchi For Allegedly Raping Two Little Students


The Bauchi State Police Command on Thursday, March 16th, paraded crime suspects including one Sani Abubakar, 39, of Dutsen Tanshi and Usman Hassan male, 33, of the same address, who lured a 6 years old girl and had unlawful carnal knowledge with her at a primary school in Dutsen Tanshi area of Bauchi. The two suspects were teachers at the same Primary School.

In another development, on March 12th, Police detectives attached Burra Division arrested one Abdulkareem Wada male, aged 20yrs of Magani Ward in Burra Town, Ningi LGA. Suspect had unlawful carnal knowledge with a 4 years old girl who happens to be his close relative. Victim was rushed to Burra General Hospital for medical examination.

The Command, relying on actionable intelligence also arrested the following suspects:

ARREST OF SUSPECTED KIDNAPPERS: On the 13/3/2017 following intelligence report, police detectives attached command Anti-kidnapping unit arrested the following syndicate:

Umar Yusuf male, aged 30yrs of Jinbin Village in Ganjuwa LGA of Bauchi State and Mustapha Abbas male, aged 25yrs of the same address.

Suspects conspired and stormed the residence of one Ahmadu Dadin male of Jinbim village with offensive weapons, beat up his family members and demanded ransom of Five Hundred Thousand (#500,000) or they will come back and kidnap his entire family members.

Discreet investigation led to the arrest of the syndicate and they have all confessed to the crime. Suspects would soon be charged to Court as soon as investigation is concluded.

Exhibits recovered include:

Hand written paper with phone number
Two Hand sets

Sim Cards used for negotiating ransom
Bow and Arrow

Stick and other incriminating items
ARREST OF SUSPECTED KIDNAPPER: On the 12/3/2017, the command Anti-kidnapping unit arrested one Abubakar Mohammed male, aged 33yrs of Baya in Ganjuwa LGA of Bauchi.

Suspect conspired with two others now at large and kidnapped one Alhaji Yahaya Rabiu male, aged 40yrs of Baya village and took him to Buzum forest in Ganjuwa LGA of Bauchi State.

Hostage was released after paying ransom of Seven Hundred Thousand Naira (#700,000).

Suspect voluntarily confessed and would be charged to Court as soon as investigation is concluded.

ARREST OF SUSPECTED HIRED KILLERS: Also Police detectives attached to Special Anti-Robbery Squad (SARS) Bauchi in collaboration with Alkaleri Division also arrested the following syndicate:

Isa B. Masu male, aged 29yrs of Nasawara Ward, Kaduna

Umar Mohammed male, aged 34yrs of Billiri in Gombe State and,

Abdulkareem Abdullahi male, aged 29yrs of the same address.

Suspects conspired with one Kabiru Mohammed Gani, staff of National Drugs Law Enforcement Agency (NDLEA) Gombe State Command and attempted to kill one Ishiaku Auta aged 29yrs of Kaduna State along Alkaleri-Futuk Road.

Victim was stabbed severally on his lower abdomen/Head and abandoned in the bush by the assailants. Scene visited by the Police and victim rushed to General Hospital Alkaleri, was in coma for three days before he regained consciousness.

Four suspects were charged to Court while seven others are assisting the Police with useful information after which they would be charged to Court for prosecution.
